How does a mother of a single female parent solider get command sponsorship?

My daughter is stationed in Germany. She is a single parent with an infant daughter. she has requested that I come over to help her with the child. I am her short and long term care provider. She has made calls and sent emails to find out what we have to do to get me sponsored but has gotten no answers or replies. I am already in Germany. She will be leaving for training for 3 weeks and I will need to be able to provide things for the baby. We have gotten POA s for medical, guardianship and travel.I read somewhere else on here that command sponsorship starts with the medical questionaire, do we need to start there. Help! I need to know if I am going to be able to stay here with my granddaughter. so much depends on this sponsorship.
