Can I buy a cell phone that has texing only?

I have a severe hearing loss. I am interested in buying a cell phone that only has the texting option. I had a cell phone before and hard too many problems with reception and volume. With a texting only phone, does that mean the caller cannot make an auditory call to me right? Does that also mean that I can only text to other cell phones that have texting, right? I cannot make a text call to a regular phone? Does anyone know how this works? For now, I mostly use email to communicate. But, I am considering getting a cell phone again. Please help.
