If a lion is the adopted symbol of England why do they keep their few lions locked up in zoos, and not roaming?

Because one would be absolutely horrified to see a pack of marauding lions rampaging about through the streets of Mayfair dear boy. That may very well be acepted in Unga Bunga land but not here!
