Why would a secular government proclaim days of fasting and prayer?

Well, maybe John Adams did. But that doesn't mean the others Founding Fathers did. Thomas Jefferson and George Washington were both Deists (Jefferson, in fact, stated that Christianity was a corruption of what Jesus actually did teach, which was not the same thing).
